Salary range: $74,526.40 – $91,956.80 Close Date: Position will remain open until filled. Job Summary – Act as a strategic partner and technical leader to IMSD clients by understanding the strategic vision of IMSD, the County Executive, and their clients so that business requests can be optimized. To effectively optimize a request a Business Development Analyst must understand exactly the problem the request is trying to solve, including timing, budget, and resource availability (i.e.

Requirements gathering) and assess how the problem impacts the current process and adheres to their client’s goals (i.e. Strategic vision assessment). Job Responsibilities: • Provide strategic consultancy by understanding the client’s strategy and vision in conjunction with current business practices to develop potential projects that enhance their business. Facilitate project intake process by translating and documenting client business and functional requirements for review, approval, and execution.

  • Understand the business process and technology footprint to be able to collaborate with clients and identify areas for enhancement using process improvement tools. These enhancements may vary in both complexity and timing (i.e. ad-hoc assessments or projects that require portfolio management processes). Assist in the development of request for proposals, vendor contracts, and is the point of contact with vendors that provide maintenance on key client applications.
  • When assigned, adhere to the IMSD PMO standards, and manage key aspects of the project which include requirements, project scope, funding, timelines, resource constraints, and status updates. May manage consultants and consultant relationships during projects. • Act as a conduit between IMSD and IMSD clients to understand technology issues, including documenting the problem, solving problems, or escalating through IMSD help desk procedures. Minimum Requirements: • Current resident of the State of Wisconsin.
  • A valid state of Wisconsin driver’s license at time of hire and maintained throughout employment. Associate’s degree in Information Technology, Business, Process Enhancement, or a closely related field. Three years of experience in process analysis requirements gathering, lean principles and practices, and project management. One year of supervisor experience in direct staff or project personnel.

Intermediate knowledge of all related computer and software applications, such as word processing and spreadsheets Basic Knowledge in Visio, SharePoint, and Skype. Ability to lift/carry up to 60 lbs. and push/pull up to 60Ibs. Preferred: • Experience in enterprise administration; health and human services; land-facilities-transportation-recreation; and/or public safety.
